Strategic Plan, 2024-2026: Pathways to Progress
With input from community and business leaders, school district officials, faculty,
staff, and most importantly students, the College has identified three strategic plan
initiatives and eight goals that focus on driving student access and success.
Strategic Plan Initiatives
1. Deliver innovative education and training to elevate students within the workforce
or to facilitate their transfer to a university.
Student learning is the core of Terra State Community College; It is the single most
important reason for the College’s existence. As such, it involves every aspect of
the College: administrative structure and functioning; the number, quality and types
of degree and certificate programs; the strength of full-time faculty; the physical
facilities in which learning takes place; and the structure, as well as the strength
of the general education curriculum.
Goals
Provide relevant and emerging academic programs aligned to meet the needs of the region
Strengthen student support systems that contribute to achieving academic goals
2. Be the leader of expanding opportunities for student access and success.
Ample research establishes that students who are more engaged are more successful
learners. Therefore, initiative two focuses on building enrollment and sustaining
it through enhanced advising and retention services, as well as building upon the
College’s efforts to provide co‐ and extra‐curricular programs.
Goals
Provide accessible and affordable education
Increase enrollment of traditional and underrepresented students
Increase participation and matriculation rates of College Credit Plus students
3. Build organizational capacity to increase impact throughout the region.
Just as the first initiative supports robust student learning, so too does the third.
By focusing on adding capacity this initiative increases the impact Terra State Community
College can achieve in the future, which helps additional students.

Develop systems that support a culture of fiscal sustainability
Provide institutional infrastructure that meets student needs and mirrors business
and industry environments
Recruit and retain a high-quality workforce
